
Schools and hospitals to pay standard rates for government land in Raj, ETEducation
Jaipur: Rajasthan govt has said schools and hospitals will no longer be granted govt land at concessional rates. Under the Urban Development department’s Rajasthan Land Allotment Policy, 2025, educational institutions and hospitals can now acquire land only at Institutional Reserved Rates for developed land or at DLC rates for undeveloped land.
Under the new policy, govt land registered in the name of local bodies such as municipalities, councils, and municipal corporations can also be allotted, although land under water bodies remain excluded.
A senior official from the Urban Development department said, “The state govt has notified the ‘Policy for Allotment of Land for Different Objectives in Urban Areas of Rajasthan 2025′ for various public, social, religious, charitable, institutional, educational, medical, industrial, business, and tourism purposes.”
For educational institutions and hospitals, the policy stipulates that failure to complete construction within the specified period will lead to cancellation of the allotment. An official said, “Allotments will be revoked if the recognition of an educational institution is withdrawn, if the allotted land is transferred to another party, if the terms and conditions of the allotment are violated, or if the land is used for purposes other than those approved.”
Construction must begin within six months of the issuance of the allotment letter, and operations must commence within three years. For projects exceeding Rs 50 crore, the construction period is extended to four years. Local bodies may extend the timeline by up to one year, with a five per cent annual penalty for delays. Any failure to complete construction within the allowed period will result in cancellation of the allotment.
Payments must be deposited within one month of the demand notice, with a 15% annual interest levied on late payments. If the payment is not made within six months, the allotment will be cancelled after a fifteen-day notice. Developed land will be charged at the Institutional Reserved Rate plus fifteen per cent, while undeveloped land will be charged at the DLC rate plus twenty per cent. In cases of concessional or free allotment, local bodies will pay a proportionate reduced amount. All land will be leased for 99 years.
