
No correspondence from colleges without regular principals: Panjab University, ETEducation
Ludhiana: Panjab University will not entertain any correspondence from “officiating principals” after Nov 30, 2025. A notice to the effect has been issued to all colleges affiliated to Panjab University in Punjab and Chandigarh. The notice has been issued by the dean, College Development Council, Panjab University.
The notification was issued with reference to a previous letter sent by the PU in March 2024, asking managements of colleges running without regular principals for a long time to initiate the process of appointing regular principals as per UGC/NCTE/PU norms within 20 days from the date of issuance of the said letter.
However, university authorities observed that many PU affiliated colleges were still functioning without a regular principal. The university has decided to advise all managements to issue advertisements for the post of regular principals within 30 days and ensure that the procedure for advertising is followed as per the notice circulated earlier. The process of appointing a regular principal is to be completed within three months from the date of issuance of the notice.
“As per rules of the university, any college without a regular principal gets an officiating principal for a time period of only six months maximum, during which they have to follow procedures of advertising the post and appoint a regular principal as per guidelines. Some colleges have followed this and appointed a regular principal recently. However, out of 22 govt-aided colleges in Ludhiana that are affiliated with the PU, six still do not have a regular principal, violating directions of the PU,” said Union leaders of the Punjab and Chandigarh College Teachers Union (PCCTU).
“Crossing the six-month validity of the post as officiating principals, they are openly violating PU rules and just holding the chair. As directed recently by PU, if any signed letter by the officiating principal is declared invalid, students and staff will suffer,” union leaders added.
They commended the PU step saying that absence of a regular principal led to deleterious effects on long-term decision making, faculty morale and student welfare.
As the deadline approaches, colleges without regular principals are expected to speed up their efforts and process of appointing regular principals to avoid any administrative complications.
