
Haryana to set up model Sanskriti colleges in all districts, announces Rs 20-crore research fund, ETEducation
Gurgaon: Haryana chief minister Nayab Singh Saini on Monday announced two major initiatives aimed at reforming higher education in the state, the creation of a Rs 20-crore Haryana state research fund and the establishment of a Model Sanskriti College in every district.
The chief minister made the announcement while addressing a pre-Budget consultation meeting with educationists and women representatives in Gurgaon.
Emphasising the importance of research in academia, Saini said research and innovation form the core of higher education and the newly created fund would strengthen academic inquiry and knowledge creation across universities and government colleges. “Research and innovation are the essence of higher education,” he said, adding that the fund would help build a robust research ecosystem in the state.
He said the govt has resolved to upgrade one government college in each of the 22 districts into a Model Sanskriti College, with full implementation of the National Education Policy (NEP) by the 2026–27 academic session. These colleges, he said, will focus on holistic learning, modern teaching tools and stronger institutional linkages in line with NEP-2020.
Saini also highlighted the recent launch of the NEEV Portal, an intelligent data-driven system designed to bridge gaps between policy formulation and execution.
Recalling last year’s Budget, the chief minister said the govt had allocated Rs 21,893 crore for the education sector after incorporating 63 suggestions received from stakeholders. He said key initiatives announced included Model Sanskriti Schools, two-shift school operations, STEM laboratories and student linkages with premier institutions such as ISRO and DRDO.
The chief minister underlined that women’s welfare will remain a priority in the upcoming Budget. He said Rs 2,101.55 crore was allocated to the Women and Child Development Department in the previous Budget, nearly half of which has already been utilised. He cited schemes such as Lado Lakshmi Yojana, the expanded Kishori Yojana and the construction of women’s hostels in six districts. He also noted that 2,000 Anganwadi centres are being upgraded into Saksham Anganwadi Centres.
Saini assured that all meaningful suggestions received during the consultation would be considered for inclusion in the 2026–27 Budget. Senior officials from the Education and Women and Child Development departments were present at the meeting.
