
Bhamashah policy 2025 to boost school infrastructure with donations, ETEducation
Jaipur: School education department has launched Vidyalaya Ke Bhamasha Yojana 2025, aimed at enhancing school infrastructure through private support.
The new policy formalises the process for individuals and organisations to adopt schools, detailing specific tasks donors are expected to fulfill within a one to five-year timeline. Tasks include providing furniture, painting, and constructing sports complexes, with annual goals set for each donor.
School education minister Madan Dilawar told TOI Monday, “Donors from different professions are showing interest in the field of education and are willing to support the govt in improving the condition of schools. This policy has been made so that the donations received can be tracked in a transparent manner and rules are in place for execution.”
The policy states that a govt school adopted by a donor or industrial institution “will be adopted for non-recurring expenditure in the first year as per the minimum requirement of the school and for the next four years (total five years) including the first year.”
After a govt school is adopted, the minimum basic facilities for the first year of non-recurring expenditure will include classrooms with furniture, smart boards for classrooms, separate urinals and toilets for boys and girls (including sanitation arrangements), and drinking water facility.
The recurring expenses incurred over five years for adopting a school will include cleaning, sports recurring expenses, computer services, electricity and water expenses, and minor repairs.
To ensure engagement, the policy stipulates that if a donor fails to initiate redevelopment within six months of adoption, the adoption process will be cancelled.
The policy states that schools can be named after the donor or one of their family members; to retain the name, the donor will have to fulfil requirements for school upgradation within three years of renaming.
The policy adds that if the donor/representative/family heir who has named the school expresses their inability in writing to provide the required resources after upgrading the school, or if the work is not started within three years (whichever is earlier), and any other donor expresses interest to upgrade the remaining school, then the name of the school can be changed.
