
All India Parents Association seeks law to safeguard unaided private school employees, ETEducation
New Delhi: All India Parents Association wrote to Lok Sabha Petition Committee, seeking a national law to safeguard the service conditions and pay of teaching and non-teaching employees working in unaided private schools.
In a submission to the committee’s chairperson, the association shared a draft of the Private Unaided Schools (Security of Service to Employees) Bill, 2026. The proposed legislation aims to provide employees with greater job security, ensure regular and timely payment of salaries, and mandate the implementation of pay commission recommendations.
The association alleged that unaided private schools often exploit both parents and staff. According to the representation, families face arbitrary fee increases, while employees are denied salaries and benefits to which they are legally entitled. To support its claims, the association cited a 2010 report by Comptroller and Auditor General that examined 25 private schools in Delhi and highlighted instances of underpayment of wages and recovery of salaries after they were paid.
“Amongst other things the report explains that firstly, schools don’t pay due salaries to the employees and secondly, major portion of salaries is taken back by the school. Moreover, school keeps with it employee’s bank passbook and blank cheque book signed by the employee and that is used by them in withdrawing money from employee’s bank account. Therefore, a deterrent nature of provision of law is required,” the letter stated.
The submission also referred to a Supreme Court 2002 judgment, which underscored the need for effective grievance redressal mechanisms for employees of private educational institutions.
