
Deemed university forged extension of approval to run courses, says AICTE, ETEducation
Chennai: All India council for technical education (AICTE) levelled a serious allegation against Dr MGR Educational and Research Institute, a deemed-to-be university in Maduravoyal, saying it forged the council’s extension of approval (EOA) letter for 2025-26 and approached the University Grants Commission (UGC) for approval to offer BBA and BCA through online mode.
In a public notice issued on Jan 22, AICTE‘s member-secretary, professor Shyama Rath, said no approval was granted to the institution for offering BBA and BCA programmes in online mode.
“The submission of a forged EOA to UGC amounts to misrepresentation and fraud, which is a violation of AICTE norms and attracts penal consequences,” she said in the notice. AICTE also declared these online programmes unapproved, in accordance with the provisions of Clause 7.2 of the approval process handbook 2024-27.
“Accordingly, students and parents are advised not to take admission in the unapproved online BBA and BCA programmes being advertised/operated by Dr MGR Educational and Research Institute,” the notification further said. Clause 7.2 of the approval process handbook allows AICTE to declare an institution offering technical programmes without the approval of the council as an “unapproved institution”.
“The council shall inform the respective state govt/UT to initiate appropriate penal, civil/criminal action against such defaulting institutions/trust/society/company/associated individuals, as the case may be. AICTE will issue public notice regularly regarding unapproved institutions,” the clause said.
The deemed university said it did not enrol any student in these two online programmes. “We did not enrol students in these two programmes for the academic year 2025-26 due to poor response. We also clarified this issue to AICTE. For the academic year 2026-27, we applied for extension of approval with AICTE and are awaiting approval,” said C B Palanivelu, registrar of Dr MGR Educational and Research Institute.
AICTE made it mandatory for all colleges offering BCA and BBA degrees to get its approval from 2024-25 onward. For online degrees, the institution shall get approval from UGC’s distance education bureau.
