The complainant alleged that several senior and competent professors are available in the university who should have been considered for these posts

Hisar: A controversy has erupted over appointments to key administrative posts at Chaudhary Charan Singh Haryana Agricultural University (CCSHAU), Hisar, with allegations that the university administration overlooked eligible senior professors while assigning additional responsibilities to certain individuals. The dispute relates to the assignment of charge for the posts of Dean, College of Agriculture, and Director of Students’ Welfare, which was alleged to violate the provisions of the university’s Act and rules. A complaint was submitted to Narendra Modi, the Prime Minister of India, seeking intervention in the matter. According to a representation sent by Advocate Harshdeep Singh Gill, the manner in which these charges were assigned was contrary to the statutory provisions laid down in the Chaudhary Charan Singh Haryana Agricultural University Act and its rules governing appointments of Deans and Directors in various colleges and directorates of the university. The complaint states that the rules clearly stipulate that no Dean or Director can be granted a 2nd term. It further provides that candidates who already completed 1 term as Dean or Director in any university are not eligible for consideration again. Despite these provisions, certain individuals were reportedly given additional charge of these positions.The complaint specifically mentions that Dr S K Pahuja, who earlier completed his tenure as Dean, College of Agriculture at CCSHAU and is currently working on re-employment after retirement, was assigned the additional charge of Director of Students’ Welfare. The move was described as being contrary to the spirit of the rules.

Similarly, Dr R K Goyal, presently serving as Dean, College of Agriculture, earlier held the post of Director of Research at Maharana Pratap Horticultural University, Karnal. As per the rules, a person who already served as a Dean or Director in a university is not eligible for appointment to a similar post again.

The complaint also refers to Advertisement No 1/2026 issued by the university for the post of Dean, College of Agriculture. The advertisement clearly specifies that the post is to be filled for a fixed tenure of 4 years and that faculty members who already completed a term as Dean or Director in CCSHAU or any other university are not eligible for another term.

The complainant alleged that several senior and competent professors are available in the university who should have been considered for these posts. Such decisions, he said, undermine the principles of transparency, seniority and fair administration.

The complaint urged the Prime Minister to order an inquiry into the matter, seek an explanation from the Vice-Chancellor and take appropriate action if any irregularities are found. A copy of the complaint was also sent to Nayab Singh Saini, chief minister of Haryana.
