New Delhi: Jamia Millia Islamia will soon introduce a barcode-based vehicle entry system on the campus that will make parking stickers with embedded barcodes mandatory for students and staff.

The university has issued orders to install barcode scanners at all vehicle entry gates, a move aimed at strengthening security and restricting unauthorised entry.

Under the system, security personnel will verify barcode-enabled parking stickers before allowing vehicles to enter the campus. Vehicles without valid stickers will not be permitted entry and shall be removed from the campus premises. A colour-coded parking sticker will be issued to Jamia employees residing in the staff quarters, with their vehicle movement limited to academic blocks and residential quarters, according to the order issued on Jan 7. A committee was formed by the university for making the provisions.

Faculty and staff members, including their dependents in the staff quarters, will be allowed to keep at most two vehicles on the campus. Parking stickers for the dependents of the staff shall be issued after a verification of the application from university’s family dependency record (FDR). It added that triple riding, rash driving, speeding and wrong parking are prohibited and a violation may attract a fine and or disciplinary action.

The university has laid down noise-related restrictions as part of the vehicle policy. Motorcycles producing sound levels above 80 dB(A), for example Bullet bikes and those with straight pipes that cause extreme noise, will not be allowed entry on the campus. To ensure enforcement, the administration has directed the installation of a decibel (sound-level) meter at the entry points. In addition, motorcycles violating Rule 120 of the Central Motor Vehicles Rules, 1989, which prescribes permissible noise limits, will be removed.

For students, the policy limits eligibility for parking stickers to two-wheelers only. Four-wheeler stickers will generally not be permitted. However, students enrolled in evening courses meant for working professionals may apply for four-wheeler parking stickers for an annual fee of Rs 6,000. All parking stickers issued by the university will be valid for one year from the date of issue and will require renewal.

The university has directed its security centre to work out the modalities for embedding barcodes on parking stickers and to procure barcode scanners and sound-level monitoring equipment for effective implementation of the policy.

The university has not specified a deadline for the full rollout of the new system.
